Elaine was first elected in 1974 and served two terms (1974-78) representing Northeast Dade County. She returned to the House from Miami Beach and Miami in a special election in March of 1986 and served as Deputy Majority Leader (1986-88) and Chairman of the Dade County Legislative Delegation (1990-91). Rep. Bloom chaired the Health Care Committee (1990-92), the Joint Legislative Management Committee (1992-94) and the Tourism and Cultural Affairs Committee (1994-96). She also chaired the Joint Legislative Auditing Committee, the Task Force on the Future of the Florida Family, and Subcommittees of the Transportation, Government Operations, Health and Rehabilitative Services and Commerce Committees.
Elaine has been an active leader in Miami-Dade County for over three decades. She was elected founding Chairperson of the Dade County Commission on the Status of Women, and was appointed to the Dade County Manpower Planning Council, the Library Advisory Board, the Local Government Study Commission and the Civil Defense Advisory Board. She served the National Council of Jewish Women as Greater Miami Section President, Florida State Legislation Chairperson and National Board Member. Through these, and many other important roles, she emerged as one of South Florida's community leaders.
Elaine also served on the Board of Governors of the Greater Miami Chamber of Commerce, the boards of the Florida Philharmonic, the Holocaust Documentation and Education Center, Temple Emanuel and many other community boards. She was the first woman appointed as a Trustee of the Florida International University Foundation where she also worked as Acting Director of the Institute for Women.
During her earlier terms as a highly acclaimed member of the Florida Legislature, Rep. Bloom chaired the House Committee on Federal-State Appropriations and the Joint Committee on Economic Policy. Over the years she has received numerous awards from organizations involved in areas such as Education, Public Safety, Women's Issues, Economic Development and Social Services. She authored over one hundred major laws, including the Community Care for the Elderly Act, the Florida International Banking Act, the Teacher Competency Act, the Public Transportation Act, the Family Builders Act, major amendments to Florida's Clean Indoor Air Act, the Breast Cancer Task Force Act, the Marriage Preparation and Preservation Act, the Florida Emergency Management Act and the Law Enforcement Protection Act.
While Elaine has won significant recognition as a specialist on the tough issues of the overall state budget, she was also primarily responsible for the funding of many projects affecting Miami Beach and Miami-Dade County. These included rebuilding the bridges and roadways of the MacArthur Causeway (I-395), the expansion of the Julia Tuttle (I-195), and the 71st Street and 47th Street bridges.
In the cultural arena, Elaine secured financial support for many of South Florida's important institutions including the Bass Museum, the Jewish Museum, the New World Symphony, the Miami City Ballet, the South Florida Art Center and the Colony Theater. She also ensured the successful revitalization of Lincoln Road and South Beach through legislative initiatives.
Elaine became well known to radio and TV audiences of the South Florida area as host (in 1977) of a weekly program on WPBT Channel 2, and of a daily radio talk show (1979-81) on WKAT. She has also been closely identified with the Greater Miami Jewish Federation as either an officer of the Women's Division, member of the Federation Board or prominent speaker on behalf of the annual campaign. Her activities on behalf of Israel Bonds have produced results that have been widely acclaimed.
She has spoken across the United States on topics such as Women's Issues, Education, Health Care, Volunteerism, Economic Development and Jewish Concerns.
Elaine devoted many years to securing freedom for Jews in the Soviet Union through the South Florida Conference on Soviet Jewry, and worked with Miami's Cuban community leaders in reciprocal efforts on behalf of political prisoners.
From 1981 through 1985, Elaine was professionally active as a Government Relations Consultant, representing the Florida Association of Jewish Federations in Tallahassee, as well as the United Protestant Appeal. From 1990 through 1999, she was the Florida Development Director for Bar-Ilan University, Israel's largest and fastest growing institution of higher learning.
Over the years, Elaine Bloom has been honored by many organizations for her accomplishments and dedication. As early as 1970, the Miami News hailed her as one of Dade County's five most influential women. The Miami Beach Chamber of Commerce named Elaine their first female Citizen of the Year in 1997. She received the National Council of Jewish Women's Hannah G. Solomon Award, the Greater Miami Jewish Federation's Young Leadership Award, and together with her husband Philip, the David Ben Gurion Award of the State of Israel Bonds.
Elaine has also been honored by many organizations including the Dade County Public Schools, the United Teachers of Dade, the Florida Council of Firefighters, the Florida Developmental Disabilities Planning Council, the Fraternal Order of Police, the Miami Beach Board of Realtors, and various women's groups, municipalities, healthcare, tourism, cultural organizations, the Police Benevolent Association and the International Fine Arts College.
In 2001, Elaine received an honorary Doctorate degree from Bar-Ilan University in Israel, and was named Woman of the Year by the Miami Herald's Jewish star Times. The Women's Cancer League and Partners of Jackson Memorial Hospital, the Aventura Turnberry Jewish Center Sisterhood and the Miami Beach Commission on the Status of Women, also honored her.
Elaine is listed in many national and international Who's Who volumes. A fellow of Brandeis University, she was Vice President of the South Florida Broadcasting Company (1981-89) and on the Board of ANDRX Corporation, a public company noted for its growth in the generic drug industry. (1993-00).
In November of 2000, she narrowly lost a race for the United States Congress against a ten-term veteran in Florida's 22nd Congressional District. She lost by just over 500 votes (out of over 200,000 cast) in one of the most competitive races nationwide.
Born September 16, 1937 in New York City. Elaine graduated from the Bronx High School of Science in 1953 and from Barnard College in 1957, where she majored in Government. She is married to Circuit Court Judge Philip Bloom, and is the mother of Anne Bloom Israel, a Yale College and University of Miami Law School graduate, and David Bloom, a Brandeis University graduate, and the grandmother of Dawson. The Blooms reside in Miami Beach and have lived in Miami-Dade County since 1962.
